Nonstandard collations where removed from SQLCipher for Android 3 years ago with the release of support for Android N. There are a couple of options you might explore discussed here:

Hi, We are using ORDER BY col_name COLLATE LOCALIZED ASC in our query strings of our Android app. And as we updated to 3.5.2, the queries started to fail. Following the discussions on here and here, I see that the reason is stated in the release notes: So, SqlCipher has removed support for using this collation starting from 3.5.0.
