@justinclift from the DB Browser for SQLite project has let us know that the latest release, 3.10.0, is now available for download. This version includes support for the latest SQLCipher release (3.4.1) and also includes many other enhancements and features. If you’re looking for a management interface for SQLite and SQLCipher databases you should check it out.

Following up on this, we’ve just released version 3.10.1 of DB Browser for SQLite. 
It’s not a critical update, but does fix a few annoying things in the 3.10.0 release, including a bug where SQLCipher passwords containing a single quote didn’t work. Oops.
